Alejandro brings over a decade of experience evaluating whether public-sector and multilateral programs deliver the returns they promise. At the World Bank's Independent Evaluation Group, he conducted portfolio-level economic and performance analysis across multiple countries, benchmarking projects for cost-effectiveness and development impact. At USAID's Bureau for Resilience, Environment & Food Security he managed a $46 million portfolio as Acting Team Lead, overseeing financial planning, cost structures, and procurement strategy across more than 27 staff. He has also led program evaluation work for the Organization of American States and taught risk assessment and feasibility frameworks at Universidad ICESI in Colombia.

Aman has spent over a decade building cost-benefit models for major public investments, with a focus on whether tax-based financing structures can carry the projects they are meant to support. His World Bank work has included economic appraisals of infrastructure investments ranging from a $35 million vehicle emissions control system to a $300 million rural development program across Bangladesh, Uzbekistan, Pakistan, and Nepal. As Director General of Programs and Public Investment at Afghanistan's Ministry of Finance, he led reforms that achieved a 23-point increase in fiscal performance and directed review of a $1 billion infrastructure portfolio across eleven ministries. He has also advised the United Nations Development Program and presented research on Afghan economic development to the UN General Assembly.
